Anyone who thinks it's 'reform' for Congress to hand over still more power to an executive who already feels free to ignore the laws Congress passes--the very month that the other party wins a majority in Congress--needs to get themselves a new dictionary.
Yes, I'm talking to you, you, you, you, and you.
As a partisan weapon against real ethics reform, though, the line-item veto has proven unfortunately effective.
