Heat water, sugar, salt, and lemon zest, stirring frequently, until sugar dissolves and water is just below boiling1. Remove from flame and let cool; add lemon juice. Strain into a pitcher and refrigerate.
1I've found that the easiest way to do this is to bring to a boil, then go back in time to a few seconds before it was boiling.
